  1. Background
    1. The Programme

CARE is an international development and humanitarian organisation working in Timor-Leste since 1994. With programmes that extend across all municipalities in the country, CARE’s mission is to save lives, strive for equality and achieve social justice.

CARE does this by creating lasting change by working directly with target communities, providing innovative solutions and assistance in emergencies.

Ensuring well-being and a voice for women and girls in rural disadvantaged areas is at the heart of CARE’s work. This happens through four priority areas; Education, Women’s Economic Empowerment, Sexual Reproductive and Maternal Health and Women’s Voice.

To overcome poverty and bring about lasting, sustainable development, there needs to be equal rights and opportunities. That’s why making women and girls a priority impact group is key, as this is a proven way to create sustainable, long-term change.

  • The role

The Project Officer will work with the COVID-19 and Health Systems Strengthening Support Project. The project is a three year project in Viqueque and Covalima, implemented by CARE.

The project development objective (PDO) is to strengthen the capacities of communities in their preparedness for and response to COVID-19 and other health emergencies. The PDO will be achieved by (i) strengthening the linkages and improving coordination between community-level institutions and formal government programmes and services in the health sector; (ii) strengthening the capacity of community organisations; and (iii) improving community awareness, knowledge, attitudes, and behaviour to COVID-19 and other health emergencies.

The project will work closely with the Government of Timor-Leste at national and sub-national level and with Suco (Village) Authorities and community leaders. 

MAIN RESPONSIBILITIES:

Project Planning

  • Ensure project activities are implemented effectively and efficiently
  • Focal point at field and municipal level to build and maintain good relationships with local government, civil society, local partners and community members
  • Support Water, Sanitation and Hygiene (WASH) Specialist and Health and Nutrition Specialist to ensure activities are delivered as per project design and relevant strategies
  • Support Deputy Project Managers to develop project implementation schedule
  • Develop monthly work plans for project implementation and ensure all activities are conducted as per the plan

Other responsibilities

  • Manage project advances, expenditure and financial acquittal with support from the Project Support Officer
  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
  • Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
  • Uphold and promote CARE’s commitment to Child Protection
  • The requirements

EXPERIENCE AND QUALIFICATIONS:

  • Undergraduate degree in public health or community development
  •  Minimum 2 years working experiences in Health and WASH sector
  • Excellent understanding of participatory methodologies for community mobilisation and strong community facilitation skills
  • Experience in project planning and monitoring of budget and expenses
  • Ability to promote collaboration with CARE staff, government, local authorities, and other partners
  • Ability to understand, comply and uphold all relevant CARE in Timor-Leste policies and standard procedures
  • Ability to write and present regular reports to management and partners as required
  • Availability to live and stay in Covalima and Viqueque municipalities with travel to Dili only when required
  • The candidate should be organised, effective, creative, a team player, and  highly motivated
  • Ability to drive a motorbike in remote location and must have valid license
  • Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and Data Bases and basic communication skills in English and excellent Tetun both written and spoken. Local languages such as Bonak, Makasae and Tetun Terik an asset.
