INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
Project: Disaster READY Project 2
CARE will implement this project in partnership with national women’s rights NGO FOKUPERS, and Viqueque based NGO KHC. Localisation is a key rationale of working with these organizations as is inclusion and gender equality as both organizations have gender equality as a focus. In line with DRP intermediate outcome 1, the project will work in 16 target communities in Viqueque Municipality to develop and implement integrated DRR plans including inclusive, effective and locally relevant early warning systems. A strategy for advancing gender equality will include establishing and training women led village savings and loan associations (VSLA). Further training in CARE’s “Women Lead in Emergencies” approach will enable women with the capacity to exercise leadership in disaster preparedness and response. The project will also support SDMCs to have their integrated DRR plans and costed proposals integrated into Municipal planning processes and linked with potential funding mechanisms (such as PNDS). Strengthened institutional and technical capacity of local civil society actors is the focus of DRP intermediate outcome 2 and CARE will provide targeted capacity strengthening support to FOKUPERS and KHC in the relevant areas of financial management, safeguarding, compliance, emergency preparedness and response and climate change adaptation as identified in partner capacity assessments. CARE and FOKUPERS will implement activities under intermediate outcome 3 and CARE and KHC will implement activities under intermediate outcome 1. As well as increased capacity for project implementation FOKUPERS and KHC will demonstrate increased capacity for co-leadership in emergency preparedness and response systems at the national and municipal levels as a result of this project. The project will support Civil Protection (CP) at the national and municipal (Viqueque) level through support to strengthen SOPs for disaster preparedness and response to include more focus on GEDSI and prevention of GBV. This work will be led by FOKUPERS. CARE will support CP to strengthen an inclusive monitoring and data management system at both national and municipal level.
PURPOSE OF THE POSITION:
The role of the Field Officer is to implement the project activities of Disaster READY Project at the assigned areas (suco/aldeia) level including supporting the other field based members of the team in implementation of the project activities. This job description may need to revise based on project needs.
MAIN RESPONSIBILITIES:
Field project Management
- Responsible for planning, implementing and reporting of activities happens on a timely basis in the target areas
- Ensure timely and open communication with Project Manager in order to facilitate appropriate decision making in regards to the project
- Ensure timely and open communication with Project implementation partner in order to facilitate appropriate decision making in regards to the project implementation in close collaboration with the line manager
Project Planning:
- Support the Project manager to develop the project implementation plan Jointly
- Develop monthly work plans for project activities and perform the activities as per the approved plan.
- Plan all the targeted activities in assigned areas within given time.
- In case of any deviation in planned activities should communicate with Project Manager without any delays along with the alternate plan.
Project Implementation:
- Coordinate with the local leaders (Administrator-Administrative Post, Chief of suco, Chief of aldeia, other NGOs those who work in the same field and other community leaders available at the aldeia level in the assigned areas. Prepare a contact list and communicate with the concerns as required.
- Introduce the project (Objective, activities, target etc.) with the local leaders and the community jointly with local implementing partner.
- Participating in the identification of the expected beneficiaries or target impact group along with community leaders such as chief of aldeias and delegada or delegadu according to agreed selection criteria.
- Share the implementation plan with the respective Chief of sucos and chief of aldeias.
- Coordinate with chief of aldeias and Chief of sucos, for ensuring participation of the community members and SDMC members in different meeting and training organized by CARE. Coordinate with Chief of sucos and chief of aldeias to timely invite the targeted participants in planned program session and confirm the venue etc.
- Conduct/facilitate different training according to project work plan and update with project manager about the progress in a weekly basis.
- Update Municipality authority, local leader and community leader regarding the progress of project activities in a regular basis.
- Assist Project Manager in report writing.
Monitoring and Evaluation
- Ensure the participants completed/signed attendance list.
- Compile all relevant data and submit to Project Manager as required.
- Ensure the quality of implementation of project specific activities in line with the program MEL plan and close collaboration with the Program Quality unit.
- Record and follow up on success stories, lessons learned and progress towards outcomes as per plan
- Ensure implementation project is regularly track and updated
- Provide regular reports to Project manager in regards to the progress of the program and in-case of any deviation from the approved plan with alternate suggestion/plan.
- Involve and supporting baseline, mid line, and end line data collection team and process and transcript.
Financial and Logistics Management
- Request and Reimburse advance taken for the project activities.
- Drive assigned motorcycles according to CITL vehicle policy and ensure maintenance of assigned motorcycles in a timely manner.
- Manage all logistic related to community leaders and participant in different session
- Manage all the office asset and report regular basis including vehicle, motor bike, office furniture
Liaison and Representation
- Liaise with relevant stakeholders to update/share the project progress
- Represent CITL in all forum as required.
Other
- Manage project advances, expenditure and financial acquittal in coordination with Senior finance officer and Admin officer.
- To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as applicable.
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
- Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
- Uphold and promote CARE’s commitment to Child Protection
- Uphold CARE’s code of conduct
EXPERIENCE AND QUALIFICATIONS:
- Bachelor’s degree with at least 3 years’ experience in community mobilization.
- Excellent ability to work independently and in a team
- Should have training facilitating skills
- Should have experience to work with community, chief of suco, chief of aldeias and other NGO
- Report writing skills
- Candidate needs to be creative, organized, dedicative and well motivated
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and other data base programs an asset
- Excellent communication skills in English and Tetun both written and spoken. Local languages such as Makasai an asset.
- Availability to live and stay in the project target municipalities and travel to rural communities
- Ability to understand, comply and uphold all relevant CARE International in Timor Leste policies and standard procedures
- Ability to drive a motorbike in remote location and must have valid license
