INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

The Timor-leste COVID-19 and Health Systems Strengthening Support Project is a three-year project in Viqueque and Covalima, implemented by CARE International in Timor-Leste.

The project development objective (PDO) is to strengthen the capacities of communities in their preparedness for and response to COVID-19 and other health emergencies.

The PDO will be achieved by (i) strengthening the linkages and improving coordination between community-level institutions and formal government programs and services in the health sector; (ii) strengthening the capacity of community organizations; and (iii) improving community awareness, knowledge, attitudes, and behavior to COVID-19 and other health emergencies.

The project will work closely with the Government of Timor-Leste at national and sub-national level and with Suco (Village) Authorities and community leaders. 

The intervention predominately targets rural locations, with a focus on vulnerable women and men, girls and boys (including people with disabilities), village health care workers and disaster management committees.  The total expected number of direct beneficiaries of the project is approximately 33,000 individuals in two municipalities, Covalima and Viqueque.

PURPOSE OF THE POSITION

The Deputy Project Managers are responsible for supporting the Program Manager with the overall project operations. The Deputy Project Managers oversees the implementation of activities and operations in the two target municipalities of Covalima and Viqueque, with a focus on health, disaster preparedness, and nutrition and behavior change communications.  The Deputy Program Managers are responsible for managing Project Officers and Field Officers are providing guidance on CARE policies and procedures. The role will also play an important role to foster relationships with key stakeholders in the target areas.

Project Management

  • Responsible for overall planning, implementing and reporting on the project intervention areas
  • Ensure timely and open communication with the Program Manager in order to facilitate appropriate decision making in regards to the project
  • Identify possible collaboration with other government and non-government agencies working in WASH, disaster risk management, health, nutrition, and behavior change communication to strengthen the scope of project at the municipal level.
  • Coordinate and document regular project meetings for planning and information sharing and progress with the program Manager;
  • Maintain regular communication with the Senior Project Officer-Gender for Social Accountability in order to align and link the project activities to ensure that the overall outcomes and goals of the project are being met
  • Guide and coordinate field-level and provide technical assistant on the relevant project activities

Project Implementation

  • Develop  a training plan around the identified COVID-19 and other health emergency activities,  to project officer and field officer
  • Effective coordination with Municipal Health services team on the implementing project activities,
  • Support Nutrition specialist on the developing BCC material and delivering training to Project officers and field officers.
  • Liaise with the Senior Project Officer – Gender, Project officers and field officer to ensure a social inclusion integrated in the project activities.
  • Support Program Manager on Developing Community Score Card Approach to work with local partners to advocate the health problem that communities face with Health services and other government stakeholders for improvement services.

Human Resources, Financial and Logistics Management

  • Supervise the Project Officers, Field officer and Drivers based in the municipalities including developing work plans for The Timor-Leste COVID-19 and Health Systems Strengthening Support Project
  • Together with the management team, help all staff to develop ownership and responsibility for the project as a whole and create a team spirit amongst the project staff
  • Identify critical staff capacity needs and communicate to the Program Coordinator as appropriate
  • Plan project expenditures, procurement plans and monitor against the budget and guidelines of CITL and the donor
  • Work together with Base Administrators to track vehicle movement and liaise with CITL fleet and Finance and Administration Officer to ensure vehicles are in good condition

Monitoring, Evaluation, Reporting and Learning

  • With the Senior Monitoring, Evaluation officer, ensure the project has sound monitoring, evaluation, and learning, ensuring that agreed, standard project indicator reporting and measurement, in line with the project paper, CARE good practices and aligned with donor requirements;
  • Support coordination and implementation of project assessments, baseline, mid-line, and end-line activities;
  • Compile regular progress reports as per required donor and CARE deadlines;
  • Provide regular analysis and guidance to Project team and with program Manager
  • Support monitoring, evaluation, reporting and learning with respect to gender equality, accountability disability inclusion, child protection and prevention of sexual exploitation and abuse;
  • Ensure the quality of implementation of project specific activities in line with the project MEL plan and close collaboration with the MEL advisor.

Liaison and Representation

  • Lead on fostering relationship and representing CARE with the President Municipal administrator, Post Administrator, Community Leaders, Municipality Health Service, Community Health Centre and Health Post at the municipalities as appropriate

Other

  • Manage project advances, expenditure and financial acquittal with support from the Project Officer and field officer
  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
  • Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity

EXPERIENCE AND QUALIFICATIONS:

  • Relevant Bachelor’s degree with at least 2 years’ experience in managing project in the municipalities
  • Good leadership and management skills
  • Experience in project planning, and monitoring of work plan, budget and  expenses
  • Ability to promote collaboration with CITL staff, Government, Local authority, and other partners
  • Strong understanding about gender equality and women’s empowerment approaches highly desired
  • Ability to understand, comply and uphold all relevant CARE International in Timor-Leste policies and standard procedures
  • Ability to write and present regular reports to management and partners as required
  • Availability and able to travel to Covalima and  Viqueque Municipality
  • The candidate should be organized, effective, creative, a team player, and  highly motivated
  • Ability to drive a motorbike in remote location and must have valid license is highly preferred
  • Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and Data Bases and excellent communication skills in English and Tetun both written and spoken. Local languages such as Bonak, Makasae and Tetun Terik an asset.
