CARE International in Timor-Leste (CITL) implements a 5-year United States Department of Agriculture (USDA) funded program called HATUTAN[1], to build a partnership between schools and their communities to improve literacy, learning, health and nutrition for children and adults in the municipalities of Ainaro, Ermera, Liquica and Manatuto. The project partners with the Ministry of Education, Youth and Sports (MEJD) as the lead Ministry to strengthen pre-school and primary school performance in literacy, health and nutrition and support the full implementation of the government school feeding program.

PURPOSE OF THE POSITION:

Capacity Strengthening Trainer (CST) for budget planning, financial management and reporting: Based in Dili, this position will identify and document inefficiencies in the full delivery of the school feeding program as per government plan. Together with relevant government officials, design and implement training for municipal government officials and school administrators to improve skills in management, financial reporting and logistical planning to support the effective delivery of the school feeding program.

The role requires a high level of professionalism, effective interpersonal skills, maturity and tact with an ability to work confidentially and appropriately with others across a diverse team and a variety of training participants.

This position is based in Dili, with frequent travel required to Ainaro, Ermera, Liquica and Manatuto municipalities.

MAIN RESPONSIBILITIES:

             Research and Documentation:

  • Use monitoring data, direct observation through joint monitoring and key informant interviews to identify and document delays or inefficiencies in the government’s ability to fully implement the school feeding program (SFP) as per plan and document the results is user-friendly formats;

Application of Learning:

  • In collaboration with the Ministry of State Administration, identify training needs and support for target municipal administration finance staff and senior administrators in order to streamline and improve management of the Government School Feeding Program;
  • In collaboration with the Ministry of State Administration and the four target Municipal Administrations, support the development of standard operating procedures for requesting and reporting on the SFP funds;

Implementation and Training:

  • Conduct trainings and mentoring sessions for municipal government officials and school administrators to develop fundamental budgeting, planning, monitoring and reporting skills aimed at increasing the efficiency of SFP budget acquittals, funding requests, and timing of disbursements and school commodity deliveries by the GOTL; 
  • Support municipal government officials to directly manage devolved responsibilities from Ministry of Education, Youth and Sports (MEYS) for managing the SFP and pre-primary schools;
  • Together with the field staff, organize workshops for school administrators and forum for training, sharing administrative experience and to reinforce communication between school cluster and municipal authorities;
  • Design and lead targeted training for central school administrators to prepare budgets and procurement plans for infrastructure improvement proposals;
  • Support field teams to provide technical assistance to school administrators for the preparation, monitoring and reporting procedures including timely budget acquittal, and transparency accountability measures to build community confidence in how school funds and resources are used;
  • Assist field staff to design training for PTA members in procurement and budget monitoring to enable them to fulfil their role in monitoring of the school feeding program and effectively participate in school governance;

Other tasks

  • Contribute to staff training to help develop staff skills in budget planning, financial management and procurement using assessment results and feedback from school personnel or community members;
  • Be proactive in identifying risks of fraud on the part of staff, partners or beneficiaries and supporting spot-checks and investigations as needed;
  • Accomplish any other job as assigned by supervisor.

OTHER RESPONSIBILITIES:

  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
  • Demonstrate an ongoing commitment to gender equality, diversity and child protection.

EXPERIENCE AND QUALIFICATIONS:

  1. A Bachelors’ degree in Finance, Accounting, Administration, Management or equivalent and a minimum 5-6-year relevant work experience, preferably in public finance, administration, management;
  2. Proven skills in training and facilitation;
  3. Ability to prepare budget and basic financial reports and guide others in understanding simple budgets reports;
  4. Ability to assess training participants’ skills in logistics, financial management and reporting and provide targeted training to small groups of people and one-on-one mentoring based on the needs of the participants, with minimal supervision;
  5. Ability to explain complex concepts in simple terms with pragmatic examples;
  6. Excellent interpersonal skills and communication skills in both Tetum and English;
  7. Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
  8. Experience with government institutions as well as International Non-Government Organisation (INGO) are advantages
  9. Gender programming experience or a willingness to learn about CARE, gender equality and women’s empowerment activities; and
  10. Fully conversant in Microsoft Office with knowledge in Microsoft Word, Excel and excellent numerical skills.
