  1. Background
    1. The Programme

CARE does this by creating lasting change by working directly with target communities, providing innovative solutions and assistance in emergencies.

Ensuring well-being and a voice for women and girls in rural disadvantaged areas is at the heart of CARE’s work. This happens through four priority areas; Education, Women’s Economic Empowerment, Sexual Reproductive and Maternal Health and Women’s Voice.

To overcome poverty and bring about lasting, sustainable development, there needs to be equal rights and opportunities. That’s why making women and girls a priority impact group is key, as this is a proven way to create sustainable, long-term change.

CARE Timor-Leste implemented the HAFORSA 2 Project from December 2020, funded by the Government of Japan.  This three-year project aims to improve agricultural productivity by establishing agricultural water supply facilities and having a sustainable capacity within target communities to maintain the facilities. This project has a strong focus on gender equality, contributing to bringing about equitable workload and decision-making power between female and male farmers.  This project targets 12 aldeias in 4 sucos of Atsabe.

  • The role

The Project Officer (POH) is responsible for the day to day planning, implementation and reporting of the project activities. Under the guidance of the DPMH, the POH will work closely with Senior Technical officer and Senior Project Officer to proceed implementation of all the project activities at field level. And the POH will also work closely with community members and farmers, local authorities and stakeholders in the Aldeias to consolidate and support farmer’s groups, conduct various activities, and organize training, events and meetings. The POH will also be responsible for monitoring, collecting data and providing guidance to FO in all possible aspects. The POH will take important role in mobilizing farmers for construction, providing training in agricultural techniques, demonstration of good agricultural practices and functioning farmers committee to sustain installed water facilities.

This position is based in Atsabe and often to travel to community.

  • The requirements

Education and experience:

  • Minimum relevant Bachelor degree in agriculture and/or minimum 3-4 years’ relevant work experience preferably in the humanitarian or development projects for agriculture.  Preferably with an International Non-Government Organisation (INGO);
  • Experience in project planning, implementation, reporting, monitoring of work plan, and managing budget and expenses.

Skills and abilities

  • Specialise technical knowledge and expertise in agricultural techniques, production, post production and climate resilient agricultural practices;
  • Excellent understanding of participatory methodologies for community mobilization and strong community facilitation skills;
  • Ability to promote collaboration with CITL staff, Government, Local authority, and other partners. Representational skills including developing networks and relationships with key stakeholders;
  • Ability to write and present regular reports to management and partners as required;
  • Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills;
  • Fluent oral and written Tetum and very good written and verbal skills in English, local languages such as Mambae and Kemak is an asset;
  • Ability to use Microsoft Word and Excel;
  • Excellent numeric skills;
  • And availability to stay in Atsabe, Ermera Municipality and travel to rural communities frequently.
