INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:

The Partnership and Advocacy Specialist is responsible for providing technical support and leadership to ensure the effective implementation of the partnership and advocacy strategy, policy and framework and ensure that CITL’s overall approach to partnership and advocacy in the development and humanitarian programming is aligned. The position will be leading the partnership assessment, mapping, consultation, agreement and training in accordance to CITL partnership strategy and framework as well as maintains effective engagement with key governments’ civil societies, donors and peers.

The position will be based in Dili with travel required to other field offices and project implementations areas in Timor-Leste.

MAIN RESPONSIBILITIES:

  1. Partnership
  2. Lead the revision, socialization, implementation and monitoring of the CITL partnership strategy and framework.
  3. Lead and conduct partnership capacity assessment, identify and mapping the potential partners and developing any partnership agreement/contract based on CITL partnership strategy documents.
  4. Work with the project team to conduct technical assessment to the implementing partners, reviewing partner’s proposals before any agreement made.
  5. Lead and ensure that the annual partner reflections, action plan and partnership checklist review, narrative/financial report, due diligences assessment and others steps are implemented based on the appropriate CITL partnership tools.
  6. Develop and monitor the capacity-building plan for the partners and deliver a full and comprehensive partnership orientation with the support of gender equality, safeguarding and accountability specialist.
  7. Conduct regular meetings with the partners and project team to discuss the challenges, collecting feedback from the partners and identify any major issues that are potentially affecting the partner’s work.
  8. Work closely with the project team to ensure that the partners activities are monitor based on the partnership agreement.
  9. Facilitate effective negotiations, development of any appropriate agreements (MoU) signing with the relevant strategy partnership including relevant government, public and private institutions.
  10. Advocacy and networking
  11. Collaborate with the program and senior management team, lead and develop the CITL advocacy strategy and framework.
  12. Identify and ensure that the advocacy initiatives and activities from the project are implemented and well coordinated with the relevant partner such as government and agencies as appropriate.
  13. Foster strong relationship and work closely with the program team and external partners (government, donors, other strategy, and implementing partners) in policy influences as appropriate.
  14. Actively participate in regular meeting and other engagement activities to build the relationship, strengthening and promoting the CITL reputations.
  15. Maintain regular communication and consultation with key program partners and Government to share and advocate the CITLs programs and activities as appropriate.

OTHER RESPONSIBILITIES

  • To proactively manage the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, creating an environment where feedback is valued, acted upon and monitored, and where the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures;
  • Demonstrate an ongoing commitment to gender equality, diversity, safeguarding and accountability and child protection; and
  • Work with the Training and Partnerships officer and other GPQ technical specialist to ensure all partners’ staff receive child protection training, gender equality, safeguarding and accountability and comply with the Child Protection, safeguarding and other relevant policy and procedures of CITL.

EXPERIENCE AND QUALIFICATIONS:

  • Relevant tertiary education qualifications, in social science, community development or similar in the implementation of humanitarian or development projects and/or minimum 5 years’ relevant work experience;
  • Specialised technical knowledge and experience of partnership, advocacy and networking
  • Knowledge and experience of partnership processes and tools and Civil Society Organisations (CSOs) in Timor Leste;
  • Fluent oral and written Tetum and excellent English oral and written;
  • Demonstrated high level organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Proven understanding of working with an International Non-Government Organization (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability in managing a budget and/or cash; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills.
