INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

Project: Disaster READY Project 2.0

The Disaster READY project is a component of the Australian Humanitarian Partnerships (AHP) Program funded by the Australian Government. In Timor-Leste, the AHP consortium is comprised of CARE International in Timor-Leste, Caritas Australia, Oxfam Timor-Leste, PLAN International Timor-Leste and World Vision Timor-Leste, the national disabled people’s organization Ra’es Hadomi Timor Oan (RHTO) and other local partners. Disaster READY 2.0 is a four and half year’s project starting from July 2022 to December 2026 in partnership with the Secretariat of State for Civil Protection, Ministry of Interior.

The DR 2.0 It will maintain a focus on partnership and collaboration, in order to leverage collective impact. Building on the learning from Phase I, it will work proactively to enhance resilience and minimize the vulnerability of people to disasters and the impacts of climate change. In line with DFAT policy, it will maintain and further improve gender, disability and social inclusion (GEDSI). In addition, Phase II will:

  • promote a stronger whole-of-program and partnership approach by Partners;
  • strengthen the focus on localization as key commitment and outcome;
  • better leverage the comparative advantage of ANGOs and their cooperation with other stakeholders, including other DFAT funded investments; and 
  • Incentivize innovation and collective effort to improve performance and influence others.

The goal of the AHP Phase II is:

To save lives and alleviate suffering by supporting partner countries, local organizations and communities to prevent, prepare for, respond to and recover from disasters and other humanitarian crises.

The objective is:

To strengthen resilience and stability, particularly in the Indo-Pacific region, by addressing the challenges of disasters, changing climate, conflict and other threats and hazards.

There are three key components to the Partnership, with associated End of Program (EOPOs) and Intermediate Outcomes (IOs) which have been updated for Phase II:

  • Component and EOPO 1: Disaster READY: Preparedness and Resilience
  • Component and EOPO 2: Rapid Onset and Protracted Crisis Response
  • Component and EOPO 3: Partnership learning and practice

The details of EOPO-1 is as bellows:

Component and EOPO 1: Disaster READY: Preparedness and Resilience

  1.  All persons, particularly women, youth, children, people with disabilities and other vulnerable groups, are better prepared for and more resilient to disasters and climate change, in selected Pacific countries and Timor-Leste.

 Intermediate Outcomes:

1.2 Communities (especially vulnerable groups) plan and implement effective, inclusive and integrated disaster preparedness and climate change adaptation activities.

1.3 Local civil society actors (NGOs, Community Based Organizations (CBOs), Organizations of Persons with Disability (OPDs), churches, informal groups) have improved institutional and technical capacity to fulfil their role in effective disaster preparedness and climate change adaptation.

1.3 National and sub-national governments are supported to lead effective, inclusive and coordinated disaster preparedness, climate change adaptation and response activities.

PURPOSE OF THE POSITION:

The Government Liaison and MEAL Manager will work closely with Project Manager of Disaster READY and with NDRMD specially with NDOC to ensure effective coordination between CARE International in Timor-Leste and Civil Protection and also to ensure support in establishing M&E system in NDOC as result they could manage their data in an efficient way.

The Government Liaison and MEAL Manager will be responsible for designing and implementing the MEAL activities of the Project; monitor the project activities on a regular basis, developing/improving and maintaining the MIS (Management of Information Systems) of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. A key priority for this position will be to build capacity of the consortium agencies focal points and NDRMD M&E focal points for effective implementation of a consistent M&E system.

MAIN RESPONSIBILITIES:

Coordination role:

  • Participate in CBDRM Coordination meeting and represent CITL.
  • Liaise with the Ministry of NDRMD, Metrology Department and other relevant stakeholders for access to DRMIS (Disaster Risk Management Information System) data and other relevant databases/ research results in country, in cooperation with the project team;
  • Facilitate lessons learned workshops or sessions during key phases of the project.
  • Coordinate and support in socialization of Civil Protection laws at the municipality and admin post level that will be facilitated by Civil Protection.
  • Engaged local  organization with Civil Protection  to ensure Civil Protection  SoP for emergency adequately consider vulnerability assessment and disability inclusions
  • Ensuring Civil Protection  participation in all clusters special on gender and protection cluster specific in GBV
  • Actively participates in  the reviewing of DRM policy ensure that the policy is inclusion and gender sensitives

Monitoring and Evaluation:

  • Support to Civil Protection at both national and sub national on data management through providing technical training and on the job training
  • Support Civil Protection /NDOC in data management and training  include  monitoring tools, data collection, data analysis and reporting
  • Conduct join monitoring to monitor the project activity at suco and aldeia level along with NDRMD, Civil Protection
  • Support Civil Protection authority at Municipality level on data collection and data management
  • Organize and facilitate meetings, workshops and trainings as required, in English and/or Tetum languages.

MEL Capacity Strengthening and Trainings:

  • Identify training needs, organize, and lead appropriate training sessions on the relevant MEAL topics for the project staff and NDRMD;
  • Work closely and build the capacity of theproject staff and NDRMD Focal point persons  by providing on-the-job support to ensure effective implementation of the MEAL activities at the field level;

Team Management:

  • Work in a team to support effective team work;
  • Work with agency Civil Protection to develop clear MEAL work plans and contribute to their understanding of their roles and contributions to program goals and project deliverables.

OTHER RESPONSIBILITIES:

  • To proactively contribute and support to respective supervisors on the staff evaluation (APPA) process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
  • Demonstrate an ongoing commitment to gender equality, diversity and child protection

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelor degree in Monitoring and Evaluation, and/or statistics, with a minimum 4 years’ relevant design and implementing of MEL experience and/or University Diploma
  • Minimum 5 years’ relevant work experience, preferably with an International Non-Government Organization (INGO).
  • Ability to support the MEAL function with integrity and implement procedures and processes, with minimal supervision;
  • Experience in effective coordination
  • Excellent communication skills, both written and oral, with significant experience contributing to proposal and report writings;
  • Ability to analyses and present monitoring findings and survey data clearly;
  • Experience with capacity building of staff and local partners, with demonstrated ability to transfer knowledge through informal and formal trainings;
  • Proven knowledge of Data Management methods and applications; digital data collection, survey building, data analysis
  • Demonstrated strong leadership, decision making, problem solving, planning and attention to detail;
  • Intermediate (very good) user in Microsoft Office with knowledge in Microsoft Word, Excel, MS Access, Statistical Programs (e.g. STATA, SAS, SPSS) and excellent numeric skills;
  • Knowledge of any GIS tools is an asset
