INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

The Timor-leste COVID-19 and Health Systems Strengthening Support Project is a three year project in Viqueque and Covalima, implemented by CARE International in Timor-Leste.

The project development objective (PDO) is to strengthen the capacities of communities in their preparedness for and response to COVID-19 and other health emergencies.

The PDO will be achieved by (i) strengthening the linkages and improving coordination between community-level institutions and formal government programs and services in the health sector; (ii) strengthening the capacity of community organizations; and (iii) improving community awareness, knowledge, attitudes, and behavior to COVID-19 and other health emergencies.

The project will work closely with the Government of Timor-Leste at national and sub-national level and with Suco (Village) Authorities and community leaders. 

The intervention predominately targets rural locations, with a focus on vulnerable women and men, girls and boys (including people with disabilities), village health care workers and disaster management committees.  The total expected number of direct beneficiaries of the project is approximately 33,000 individuals in two municipalities, Covalima and Viqueque. Approximately 50 percent of the direct beneficiaries are female.

About the Role

The Program Manager provides leadership and management of the Timor-Leste COVID-19 and Health Systems Strengthening Support Project. The role is accountable for the implementation of the project and its activities and is responsible for establishing and managing processes for oversight and implementation as per CARE, World Bank and JSDF regulations.

The Program Manager has responsibility for providing management and coordination to the project and is accountable for the project and its activities.

In particular the role has overall oversight for safeguarding, ensuring compliance and implementation of the:

  • Stakeholder Engagement Plan,
  • Labour Management Plan
  • Environment and Social Commitment Plan, including procedures for safe disposal of used PPE and health consumables and ensuring procedures for COVID-19 prevention and control is followed during project implementation
  • Operations Manual
  • Ensuring the project has applicable grievance redress mechanism applicable,

The position will work closely with the Technical Advisors to ensure the project has sound WASH, disaster risk management, nutrition and behavior change and gender strategies and implementation plans. The position will work with the MEL specialist and Gender and Program Quality team to ensure the project is aligned with CARE good practice gender and monitoring, evaluation and learning standards.

In addition, the Program Manager will ensure the project is aligned with the CARE resilience, governance and gender markers.

The position will be line managed by the CARE International in Timor-Leste (CITL) Assistant Country Director-Programs.

The position is based in Dili, Timor-Leste with frequent travel to the field.

Key Responsibilities

  • Provide overall leadership, management and technical oversight of the project to ensure it achieves the highest standards of project quality, contractual compliance and quality reporting throughout the project cycle as per the Project Paper and budget; 
  • Provide oversight of the project Stakeholder Engagement Plan, Labour Management Procedures, Environment and Social Commitment Plan, Operations Manual and MEL framework;
  • Provide oversight on effective implementation of activities and local partners including work planning, monitoring and evaluation frameworks and budgets;
  • Oversee project expenditure, including developing appropriate costed work plans and budgets and identify and mitigate risks;
  • Coordinate and document regular project meetings for planning and information sharing and progress;
  • Develop clear presentations on project progress for sector working group meetings, information sharing with the Government of Timor-Leste, the World Bank and JSDF, and other relevant forums;
  • Identify possible collaboration with other government and non-government agencies working in WASH, disaster risk management, health and nutrition and behavior change communication to strengthen the scope of project.

Monitoring, Evaluation, Reporting and Learning

  • With Monitoring, Evaluation and Learning Specialist, ensure the project has sound monitoring, evaluation, and learning, ensuring that agreed, standard project indicator reporting and measurement, in line with the project paper, CARE good practices and aligned with donor requirements;
  • Support coordination and implementation of project assessments, baseline, mid-line, and end-line activities;
  • Compile regular progress reports as per required donor and CARE deadlines;
  • Provide regular analysis and guidance to Project team and CARE International in Timor-Leste management on reported outcomes for learning and reflection;
  • Support monitoring, evaluation, reporting and learning with respect to gender equality, accountability disability inclusion, child protection and prevention of sexual exploitation and abuse;

Capacity Building

  • Provide ongoing capacity building, mentoring and learning opportunities to direct and indirect reports

Communications and Advocacy

  • Work closely with the team and CARE’s Communications Specialist to publicize consistent key messages and learning over the duration of the project, ensuring relevant donor and CARE approvals and guidelines are adhered to. 
  • Support key project advocacy priorities through a range of activities including presentations, reporting, and high-level meetings.

 Other

  • Manage project advances, expenditure and financial acquittals as needed;
  • Proactively participate in effective performance management of all staff reports and teams;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives;
  • Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
  • Uphold and promote CARE’s commitment to Disability inclusion and Child Protection

Positions supervises

The position line manages Field MEL Specialist, WASH Specialist, Health and Nutrition Specialist, Deputy Program Managers and Senior Finance and Admin Officer.

Selection Criteria

  • University degree in community development, management or equivalent.
  • Extensive experience (at least 5 years) in an international development management role, preferably in a humanitarian and/or emergency context.
  • Experience managing World Bank and/or Japan Social Development Fund’s grants will be highly desirable.
  • ●       Experience on health strengthening, rural water supply and pandemic preparedness highly desirable.
  • Demonstrated experience in capacity building of staff and local partners, and proven ability to lead, coach and motivate staff;
  • Ability and willingness to conduct field travel;
  • Excellent representational, liaison and negotiation skills; including experience developing networks and relationships with government, civil society and other stakeholders;
  • Demonstrated ability to respond effectively to challenges, work effectively in a small, diverse and busy team environment with minimal supervision;
  • Demonstrated high level organisational and time management skills including the ability to manage workflows and balance competing priorities to ensure timely processing to meet deadlines;
