INTRODUCTION:

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:

Reporting to the Country Director (CD), the FM is responsible for managing and overseeing the country office finance function including providing effective financial management of disaster responses. The FM also ensures the project accounting is done properly and timely including management of project cycle and reporting requirements. The role directly line manages two Deputy Finance Managers. The FM key responsibilities include financial control, financial reporting, budgeting and analysis, treasury and training and capacity building.

This position is a representative on the Senior Management Team (SMT).

This position is based in Dili, with possible travel required to other field offices.

MAIN RESPONSIBILITIES:

Financial Control

  1. Manage Country Office finance unit to meet the financial reporting requirements and deadlines specified by CARE Australia and donors and ensure maximum collaboration between the Country Office and sub-offices finance team, other program support units and program team.
  2. Ensures that all accounting policies and procedures within CITL are in compliance with Generally Accepted Accounting Principles (GAAP) and funding sources’ policies, procedures and requirements including Country Office Finance Manual (COFM)
  3. Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements.
  4. Conduct internal audits and support external audits to ensure that internal controls are being adhered to, to reduce financial risk, identify, and address potential risks within Country Office finances and project financial management to ensure effective financial risk management processes are in place. 
  5. Closely monitors all financial activities and keeps the CD informed of all situations that have the potential for a negative impact on budget management, internal controls or financial performance.
  6. Provide effective financial management of disaster responses.
  7. Oversees the protection of the country’s assets and the record through the enforcement of the internal control policies and procedures and the utilization SUN Asset Module
  8. Ensure there is regular back-ups of all accounting data and storage in safe and secure location in association with IT manager

Financial reporting, budgeting and analysis 

  1. Provide financial management information, including analysis and advice, to the Country Director and work with them to develop Country Office budgets within the framework of the overall CARE Australia budget.
  2. Prepare project proposal budgets for donors, in conjunction with the ACD Program, relevant Project Managers and CARE Member Partners.
  3. Coordinate, supervise and prepare all financial statements / reports (interim and final project acquittals) to various bilateral, multilateral donors and relevant CI Members to ensure compliance with contractual and legal requirements.
  4. Review and analyze the Annual Operational Budget (AOB) reports on actual and planned (Costed Work Plan) monthly expenditure (Budget versus Actual), provide advice on variance against approved budgets, and make recommendations for corrective action.

Training and Capacity Building

  1. Lead and manage the finance team to develop the capacity of the team in all aspects of the financial management processes, practices and systems with particular attention to coaching, mentoring and building the capacity of the Deputy Finance Manager for Program and  the Deputy Finance Manager for Country Office to implement tasks as per their Position Description
  2. Work with the program support and programs teams to improve the collaboration and mutual understanding between program staff and program support staff.
  3. Build the capacity of project managers, to integrate sound financial management into overall project planning and implementation, as well as of other senior staff in program and program support teams.
  4. Support efforts to build the organizational and financial management capacity of implementing partners.

EXPERIENCE AND QUALIFICATIONS:

  1. Minimum of Bachelor’s Degree with a major in Accounting or Commerce/Economics, and extensive strategic and operational experience in accounting and financial management with an international NGO or similar organization in Timor-Leste.
  2. Demonstrated experience of 5+ years in leadership, strong people management and interpersonal skills including the ability to develop harmonious teams in a cross-cultural context.
  3. Demonstrated experience of managing the finance technical function and implement procedures and processes, with minimal supervision;
  4. Proven demonstrated experience in handling projects report from various donors (EC, DFAT, USAID etc) will be an advantage;
  5. Excellent written and verbal skills in both Tetum and English;
  6. Demonstrated knowledge of and experience in finance softwares (SUN highly desirable) and MS Office (Windows, Excel, spreadsheets, etc.);
  7. Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  8. Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  9. Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
  10. Representational skills including developing networks and relationships with key  stakeholders;
  11. Demonstrated understanding and commitment to CARE’s approach to gender equality and women’s empowerment including ethnic diversity and cultural sensitivity.
  12. Demonstrated experience in capacity building of staff and local partners, proven ability to lead, coach and motivate staff and work effectively in a cross functional, diverse and busy team environment with minimal supervision.
