CARE International in Timor-Leste and Ministry of Education, Youth and Sport Sign MoU to Implement HATUTAN and LAFAEK Projects

CARE International in Timor-Leste is pleased to sign a new Memorandum of Understanding (MOU) with the Ministry of Education, Youth and Sports (MEYS) to implement the McGovern Dole Food for Education and Child Nutrition Program, known as HATUTAN, and continue the LA­FAEK Learning Media project, .

 

The HATUTAN (Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun) program is funded by the United States Government through the Foreign Agriculture Service of the United States Department of Agriculture. HATUTAN is a five year program with an estimated value of $26 million and is implemented by a consortium led by CARE with Mercy Corps and WaterAid in partnership with the MEYS, Ministry of Health (MOH), Ministry of State Administration (MSA) and Ministry of Agriculture and Fisheries (MAF).

HATUTAN aims to improve literacy, learning, health and nutrition of children and adults in 442 schools and surrounding communities throughout Sisfo PGRI the four most disadvantaged municipalities of Timor-Leste, namely Ainaro, Ermera, Liquica and Manatuto, through sustainable, comprehensive, coordinated, and evidence-based interventions.

The program is being implemented from October 2018 through September 2023and will benefit 326,000 people namely children, teachers, school administrators in pre/primary schools, farmers and pregnant and lactating women through tailor made interventions.

 

HATUTAN Program Components include:

 

  1. Strengthening the organizational capacity of government agencies, school administrators, and community based organizations to better manage and monitor a comprehensive school feeding program.
  2. Improving tools, techniques, and learning environments to increase student literacy skills
  3. Improving healthy nutrition and hygiene practices at home and school.
  4. Overcoming social norms to increase gender equality, reduce sexual and gender based violence,
  5. Increasing food production, access to markets and income generating activities through farmer trainings and VSLAs, and enabling community development agents to provide health and nutrition focused goods and services.The Lafaek Learning Media project is a three-year partnership with an advisory board  includings technical staff from the Department of Curriculum, Department of Pre-School Education, Department of Basic Education, INFORDEPE, the Aid Coordinator of the New Zealand Embassy in Timor-Leste, and senior Lafaek project staff. The Lafaek Learning Media Project includes the Lafaek Ki’ik, Lafaek Prima and Lafaek ba Manorin magazines which  promote literacy and numeracy; gender equality; social inclusion; and drive behavior change for wellbeing and economic development in Timor-Leste. The project has been implemented since 2002 through the generous funding support of multiple donor and has recently been renewed for an additional three years by the New Zealand Foreign Affairs and Trade Aid Program.

Lafaek school magazines are dedicated to supporting the improvement of educational outcomes of over 200,000 girls and boys each year. The Project currently produces and distributes the three Lafaek magazines to all pre-schools and primary schools in the country.
